Mississippi: Zinn, Kelly in runoff. In the 1st District (Tupelo, etc.), in the special election on Tuesday to fill the vacancy left by the death of US Rep. Alan Nunnelee (R), Walter Zinn, a black Democrat, and Trent Kelly, a white Republican (R) finished first and second, respectively, and will face off in a June 2 runoff. Zinn had 17%, Kelly 16%, in the 13-candidate race ……. Arkansas: Hutchinson calls special session. Gov. Asa Hutchinson (R) announced that he will call a special session of the legislature on May 26 to consider a bond issue for an industrial project in South Arkansas that could create at least 600 jobs, reports KFSM in Little Rock …….  Alabama: Shelby proposes bank reform. US Sen. Richard Shelby (R) has proposed the biggest reform of banking laws since Dodd-Frank. The measure, which will need support from moderate Democrats to pass, would raise the threshold to determine which banks are “systemically important,” reports The Hill, and thus subject to stricter federal supervision.
