Virginia: Webb drops out; may run as independent. Former US Sen. Jim Webb (D-VA), who served as Secretary of the Navy under President Reagan and later was elected a US Senator as a Democrat, announced yesterday that he will abandon his candidacy for the Democratic presidential nomination.
