Tennessee: Haslam proposes university overhaul. Gov. Bill Haslam (R) has proposed that six state universities now governed by the Tennessee Board of Regents be administered instead by a local board for each school, reports The Tennessean. The Board of Regents would continue to oversee 13 community colleges and 27 technical colleges ……. North Carolina: McCrory tackles underage drinking. Gov. Pat McCrory (R) has called for a report from the state’s universities on the impact of alcohol on adolescent brains, reports the News & Observer. His proposal comes on the one-year anniversary of “Talk it Out N.C.,” a program designed to reduce underage drinking that is administered by the state’s Alcoholic Beverage Control Commission ……. Contending that subsequent governors had allowed the disability access facilities she had installed as first lady to deteriorate, former First Lady Roxane Gilmore expressed concern that Gov.
