South Carolina: Clyburn plan interests House GOP. An anti-poverty proposal by US Rep. James Clyburn (D) has attracted the attention of top Republicans in the House, reports the Hill. House Speaker Paul Ryan (WI) and Appropriations Committee Chairman Hal Rogers (KY) are looking favorably on Clyburn’s plan, which would direct 10% of discretionary federal spending to communities where 20% of the population has lived below the poverty line for 30 years ……. Louisiana: Richmond wants to limit solitary confinement. US Rep. Cedric Richmond (D), along with US Reps. Tom Rooney (R-FL) and Bobby Scott (D-VA), are renewing their effort to legislate a limitation on the use of solitary confinement for federal prisoners, reports the Times-Picayune. President Obama instituted a  similar policy by executive order, which can be over-turned by executive order ……. Florida: Bush would eliminate Citizens United. Former Florida Gov. Jeb Bush, in an interview with CNN’s Dana Bash, said he would like to reverse the Citizens United Supreme Court decision that allows unlimited campaign spending by individuals and corporations in super-PACs not controlled by candidates. “This is a ridiculous system…,” Bush said in part …….
