Arkansas: Hutchinson health plan passes. Arkansas Works, a healthcare plan for low-income people promoted by Gov. Asa Hutchinson (R), last week passed both houses of the General Assembly. In a commentary published in Magnolia Reports, Hutchinson said his plan, which places “greater emphasis on work opportunities,” involved compromises with lawmakers. “We’ve reached a solid medium,” he said. North Carolina: Gay activist appointed to legislature. In the latest wrinkle in the Tar Heel State’s hoo-hah over gay and transgender rights, the Guilford County Democrats appointed Chris Sgro, executive director of Equality N.C., to a temporary vacancy in the state House of Representatives, reports the News & Observer.
