Trump carried the state with 61% of the vote in 2016. Virginia: Northam declares state of emergency. Governor Ralph Northam and the city of Charlottesville have declared a state of emergency ahead of the one year anniversary of the deadly white nationalist rally that took place in the city. The declaration frees up law enforcement, National Guard, and other resources should any trouble arise.
